I support the chairman in accepting this amendment, but his warning about census and the need for us not to assume that we can walk out with a bill with zero for census and live up to our responsibilities--our constitutional responsibility--is not an appropriate notion for this Congress, so I do support this one. I am going to be opposing many others. I yield back the balance of my time.
