If the proposal would have been to put this money in the veterans courts or drug courts or youth mentoring, I probably wouldn't be standing; but the idea of putting it into savings when we know that the allocation is already shy of what we needed and that many programs that we have had to give shorter appropriations to than we would have otherwise makes me reluctant to support this amendment, and I would ask the House to oppose it. I reserve the balance of my time.
