There is nothing more important in our country than the revival of manufacturing. Over the first decade of this century, we lost so many manufacturing jobs. At the front edge of this recovery is manufacturing. So that's 370,000 new jobs. To take our Federal laboratories, which we invest billions of dollars that we have--I've visited Sandia and Los Alamos and the Fermi Lab and the Argonne Lab. We have tens of thousands of scientists and researchers there. This consortia program will allow them to work with local manufacturers and communities to help build our manufacturing base so that as we compete across the globe to build it here and sell it everywhere, that we have the manufacturing capabilities to do it. I think this is an amendment that is unwise. We have a budget that is built not only on the agreement last year, but on the Ryan budget. We're operating within the 302(b) allocation. So for people to rise and say we don't have the money, no, this is money that's been allocated by the majority Republican Congress to spend on behalf of moving our country forward. So we should have a debate on what's important. I think manufacturing is important. I hope that we will reject this amendment. Madam Chair, I yield back the balance of my time. The Acting CHAIR.
