I want to join the gentleman from North Carolina in again expressing concern about the possible effect of the language in the bill on the availability of supplemental funding for public housing authorities, who, due to unforeseen circumstances, exhaust their 1-month reserves. I would like to ask the gentleman from New York, the distinguished chairman of the subcommittee, if it is the committee's intention that the language in the bill should have no practical affect on the ability of public housing authorities to aggressively pursue maximum utilization of section 8 vouchers within the regulatory guidelines. Further, I would like to ask the gentleman if it is the committee's intention that HUD should provide additional resources to any public housing authority that exhausts its allocated reserves due to unforeseen circumstances.
