This is a moment in which this Congress acts as statesmen more concerned about the next generation than the next election, and it is a moment we all can take pride in. I would like to refer, obviously, to the High Hopes 21st century initiative which has now been termed Gear-Up in this bill. But beyond the semantics, what it really means is that we are going to reach out to young people in 6th and 7th grade, more than a million of them, each and every year from this point forward in thousands of junior high and middle schools across this country, and let them in on a secret that we have all known for a very long time, and that is that college is available to them if they are willing to work hard enough to get there. I would like to thank President Clinton for his embrace and support of this initiative.
