We still have a need, as the President has laid out, to return the Nation to being the number-one nation in the world producing college-educated adults.

I authored it some 17 years ago. Millions of young people have benefited.

That in the Nixon school finance commission, in its summary, it said that as long as we have a property-based funded school system, poor children in our country are going to disproportionately fail.

I would be happy to concur with the chair's every utterance on this amendment that we will work together and help facilitate what I think is a very righteous effort on behalf of Congressman Jeffries to protect the rights of all Americans…
