Let me just say that I rise in support of the amendment, and I think this shows the bigger picture here if the country has to choose between promoting manufacturing and whether or not we can safely operate the world's largest prison system. We incarcerate more people than any other country in the rest of the world on a per capita basis. We need to be employing more people in manufacturing. This makes sense. I support the gentlewoman's amendment.
