There may be some confusion. The entire comments of the gentleman who just spoke, the chairman of the Judiciary Committee, was on an amendment offered by the gentleman from Kentucky (Mr. Massie). That is not the amendment that was being debated and is being offered by my colleague from Kentucky, and we were trying to clarify that because the House could be confused. The Acting CHAIR.
