under the bill, the President says we can reduce funds appropriated for a particular House committee, perhaps in response to an oversight investigation by that committee. In conclusion, Mr. Speaker, if we pass this bill and give up control of the details of our own budget to the President and a minority of the Senate, it is unlikely we will ever be able to reclaim it. Mr. Chairman, I include, for the Record, a table showing the increase in debt for each State between 1984 and 1992.
