I rise in support of H.R. 2988. This bill, which amends the Clear Air Act Amendments of 1990, would allow States to implement traffic signal synchronization projects without first having to make a determination that such projects are in conformity with State and Federal implementation plans. It is important to note that this bill does not waive Clean Air Act conformity requirements, but requires States to consider the emissions effect of these projects in subsequent conformity determinations. The Transportation Committee shares jurisdiction with the Commerce Committee over the transportation conformity provisions of the Clean Air Act. During consideration of the Clean Air Act Amendments of 1990, members of the Committee on Public Works and Transportation were conferees on the transportation conformity provisions and worked closely with the Commerce Committee to resolve these issues. The bill before us today is a constructive proposal that will facilitate completion of projects that will decrease traffic congestion and improve air quality and I therefore urge support of the bill.
