The San Diego situation is a classic example of regulatory overkill. But regardless of how you feel about San Diego, you should vote ``no'' on this amendment, because it guts all of the provisions that allow flexibility on secondary treatment, including the flexibility for small communities across America. We have worked on all of these provisions with State officials, wastewater and environmental engineers, and we should resoundingly defeat this amendment not only because of San Diego but because of what it does across America.
