I would emphasize that this is not the first time that Congress has addressed airport and airline security. In 12985 we passed the International Security and Development Cooperation Act requiring that the public be notified when airports do not meet security standards. In 1989, in response to the PanAm bombing, a presidential commission was established on aviation security. Mr. Oberstar, Mr. Hammerschmidt, Senators Lautenberg and D'Amato were members of that commission. In addition, in 1990, in response to the recommendation of the Presidential commission, Congress passed the Aviation Security Improvement Act.
