“I want to emphasize the extraordinary bipartisan support on this extraordinary victory here. Without the gentleman from Minnesota [Mr. Oberstar] and his colleagues, this simply never could have happened. Beyond that, however, this has been a battle that we have been dedicated to for so many years, that there are many former chairmen and ranking members of our committee who I know, those who are still alive have to be smiling, and those who are up there looking down have to be smiling as well.
