This is quite concerning, coming from the city of Philadelphia, where over 40 percent of the population is African American.
We need a commitment to release a comprehensive list of firms who applied for and received aid under the PPP.
It sounds like we could lose a lot of black businesses specifically--obviously there is the pandemic, and then there is the unrest, and then there is the PPP.
I thank you, Madam Chairperson for your leadership on small businesses and everything you have done.
Madam Chair, I hope with the question that I just asked, yes, protecting patents are important and what we need to do, but at the end of the day, if you are going to move these patents to be commercialized to the marketplace and try to address the problems in communities, the basis is they need capital.
This hurts the small businesses, especially their ability to bid and compete when contractors are prime.
This bill will permit those small businesses to use their work in joint ventures or as subcontractors to count as past performance.
