It's important for us to first understand the history of the partnership between NOAA and the private sector.

The legislation we've been working on together will go a long way in improving the nation's weather forecasting capabilities.

Thank you, Mr. Chairman, and thank you witnesses for being here today. I want to start by congratulating the Chairman for passage of H.R. 1561, the Weather Research and Forecasting Innovation Act of 2015 on the House floor yesterday.

I know the Chairman shares my interest in doing all we can to protect the American people from severe weather events.

Just released today is the American Lung Association's 2015 State of the Air Report showing that more than four in ten people live in areas with an unhealthy level of ozone.

I wanted to add to the record, first, a letter from the National Farmers Union, the second-largest general farm organization in the United States, in support of the EPA's proposed revisions.

Now, more than ever, the American people need a strong EPA to protect their right to clean air and water.

We should listen to our scientists and our public health professionals and set a standard that is based on the best available science.

I know in parts of Oregon we're very concerned about drought, California, and we look across a lot of the country that's facing drought.

I know that the Oregon Legislature is studying hydraulic fracturing. We have none in our State at present.

Child nutrition programs provide a great opportunity to educate families and promote healthy eating.

I thank Representative Fudge who apparently has left for her work on Farm-to-School programs, really important in our state of Oregon.

So I wanted to focus on childcare settings and talk about the importance of making sure that children in child care settings can get a late afternoon snack or supper when their parents have to work late.
