It is very clear from this record, and if we are going to have an honest discussion about this we need to acknowledge it, that this is not an expansion of Clean Water Act authority.

Well, again, as I did in my opening statements, I suggest you make these as very specific concerns addressed to the Agency in its rulemaking.

I just want to say--and, again, I used it briefly at the beginning. There is another issue which is an equity issue.
