I thank the Senator, for this now gets to the heart of my concern. My State of Oregon has already developed an outstanding statewide educational improvement plan which I believe meets the aims of Goals 2000. There are other States in similar situations. Will a State that has developed a plan to restructure its educational system prior to the enactment of this bill, need to develop a new plan in order to receive funds under this act?
