Because of the question of not only appropriations under the circumstance of today, but the policy issue itself. All I can say, as the chairman of the Appropriations Committee, we are doing the minimal of what we can legitimately do and maintain commitments that are in process or already made, until we can get a more exact total figure of unobligated funds.
