on occasions of this kind, we are prone to look back and think historically as well as to absorb the magnitude of the statement of the moment given by my good friend, Senator Bennett Johnston, from Louisiana. When I came to the Senate, I had the privilege of serving with Allen Ellender and Senator Russell Long, who represented the State of Louisiana at that particular time in 1967. Mr. President, I must say that the strength of those two leaders at that time certainly has been carried on in the tradition of Louisiana voters and the subsequent Senators, including Senator Bennett Johnston and his colleague today who serves with him from Louisiana, John Breaux. Mr. President, I have had the privilege of serving with Senator Johnston on the Energy and Natural Resources Committee now for all the years that he has been in the Senate. It was then called the Interior Committee of the Senate and Insular Affairs, and then its name was changed and, of course, all that time he has been chairman of that committee.
