I want to make a couple of comments to my friend from Maryland, and he is my friend. He is always quite poignant and eloquent in his remarks. What we are debating here today is a bill that is misnamed that doesn't do what it says it is going to do. What we do know is that 1332 waivers work. My State took advantage of that 1332 waiver and reduced insurance premiums by 6 percent. The great State of Maryland--I was just looking at some data, Mr. Chairman--has about 181,500 in the enrollment year. They used a 1332 waiver. This year in the individual market their costs for premiums in the individual market percent decreased 43.4 percent.
