“I am concerned today that Congress is being asked to make a significant policy change, committing billions of dollars to unproven technology at a time when there are a legion of serious questions that have been raised about many aspects of our defense preparedness and national security. We live in a dangerous world beset with economic, social, political, and religious unrest. We are the most powerful Nation in the world and the most technologically advanced. Yet we simply cannot do everything. Security for Americans at home and abroad and keeping peace around the world involves making difficult choices. Rushing through this proposal, one whose costs and consequences are understood by no one, and is not integrated with all our other military and foreign policy needs, is not a policy I can support. This bill hardly seems the right thing to do in terms of using our defense dollars in the most effective way possible, and I urge a 'no' vote.”
