I am pleased with the focus Congress has given to livability in this bill through increased funding for the Capitol Police, important provisions for staff, and the direction to improve the Capitol Grounds. The Capitol Police will receive additional funding to help retain officers on the force and pay them for the significant overtime they have worked to protect the Capitol and visitors since September 11. This bill includes tuition payment provisions that will help attract and retain both congressional staff and officers. I am pleased to see the Legislative Branch catch up with much of the rest of the Federal Government and private employers across the country by providing funds to increase the staff transit benefit to $100 per month. Transit benefits are a valuable incentive that help reduce traffic congestion, improve air quality, and save transportation costs for hardworking families. The bill contains language that directs that an English Elm Tree estimated to be 130 to 160 years old cannot be removed or cut down without approval of the House and Senate Appropriations committees.
