(a) Findings.--The House of Representatives finds the following: (1) The Highway Trust Fund is projected to become insolvent before the end of the fiscal year. (2) The user-fee principle upon which the Highway Trust Fund was established is eroding. (3) Since 2008, Congress has transferred $54 billion from the general fund to the Highway Trust Fund. (4) The primary funding mechanisms for the Highway Trust Fund have not been fundamentally addressed since 1993.…
