Mr. Speaker, I thank the gentleman for yielding. Mr. Speaker, listening on the floor of the House, there are arguments that are legitimate in terms of the shortcomings of this. It is not perfect, but I don't want the perfect to be the enemy of the good. I don't want to deny 16 million children an opportunity for this Federal support in order to make a point. I hope we will come to the point we are able to deal with tax policy in a more rational fashion. Under Chairman Neal, I think we will, but in the meantime, it is important to pass this legislation to meet the needs of American families.
