I oppose H.R. 6169, a partisan bill that would put in place a contrived and expedited procedure for tax reform, a challenging issue that would benefit from a full and robust debate. Tax reform is a very complicated, very difficult endeavor. This bill, which attempts to limit debate in both the House and the Senate, will not become law. It wastes time that the House could better apply to the multitude of challenges facing our country. Over the past several years, taxes have been lower than at any time since the 1950s. Yet the United States--with military commitments around the world, a badly underfunded commitment to domestic infrastructure, and growing obligations to the Baby Boomer generation-- also faces a substantial budget deficit. We are also grappling with a yawning gap between our wealthiest and our neediest. Tax expenditures have grown faster than the rate of inflation and now give away nearly half of all income that the income tax would otherwise collect. It is imperative that Congress begin the difficult work of tax reform in earnest. This bill represents a failure to have an honest conversation about tax reform and for that reason, I oppose this legislation and had I been present, I would have voted no.
