I yield myself 30 seconds. Mr. Chairman, we are not seeking to break contracts. What we are doing is providing an opportunity for people to renegotiate these contracts, to stop making a profit by exploiting a loophole or a mistake that both of us agree was unintended and unfortunate. This would be their choice. Contracts are renegotiated on an ongoing basis routinely with government and in the private sector. And I would respectfully suggest that this is a contract that is long overdue to be renegotiated. I reserve the balance of my time.
