I met with NOAA some time ago, maybe 2 years ago, and expressed my concern about the lack of focus upon ocean conditions.

What I see is a focus on rivers, with almost a blind eye toward the ocean, which seems extremely odd.

to suggest that somehow there will be billions of dollars of people coming in to hunt and fish, no, I don't think so.
