Mr. Speaker, yesterday, the Rules Committee met and reported a rule for consideration of both H.R. 5243, the Zika Response Appropriations Act of 2016, and H.R. 4974, the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2017. The rule provides for consideration of H.R. 5243 under a closed rule with an hour of debate equally divided and controlled by the chair and ranking member of the Committee on Appropriations, along with a motion to recommit. In addition, the rule provides for an open rule for consideration of the MILCON-VA appropriations bill for FY 2017. It also provides for a motion to recommit on the MILCON-VA bill. Finally, Mr. Speaker, the rule includes three budget provisions, which allow for the enforcement of the OCO firewall, allow for Members to deposit savings from their amendments in a spending reduction account, and provides limitations on advance appropriations consistent with the budget resolution. Mr. Speaker, I am pleased to present H.R. 5243 to the House for its consideration. As I said in the Rules Committee yesterday, the debate over this legislation isn't about whether or not we provide resources for Zika, it is about whether or not we pay for it through our existing resources or just add it to the national debt.
