I urge a ``no'' vote on the previous question, and I reserve the balance of my time. Mr. McGOVERN. Mr. Speaker, I yield myself such time as I may consume. Let me remind my colleagues what the previous question vote is all about. It really isn't about substance. It is about turning control of the House over to my friends on the Republican side. As the chair of the Congressional-Executive Commission on China who is very, very concerned about these Confucius Institutes and about China's continuing escalation of activities within our country, I am happy to sit down with the gentleman and anyone else to try to bring legislation to the floor. We brought a lot of legislation to the floor to check China's growing power in the world. But this is really not about the Confucius Institute. This is about turning power over to my friends on the other side of the aisle. If they were to succeed, they could bring up whatever they want to within the rules of the House. And based on some of the statements in recent weeks by some of my friends on the other side of the aisle about some of their priorities, it could be some pretty, in my opinion, awful stuff. So, I would urge my colleagues to reject the gentleman's plea here. Mr. Speaker, I yield 4 minutes to the gentlewoman from Florida (Ms. Wasserman Schultz).
