There is nobody I respect more than my good friend from California. He is a bipartisan person by nature and instinct. All I would advise him is to resume what they did that worked before: Go back to operating in a bipartisan manner, sit down and negotiate, and we will actually get something done for the American people. What they are doing now is partisan, one-sided, no Republican input, dead on arrival in the Senate, not going to be signed by the President. That is not a productive use of time. It may be a political choice; it may be smart politics--I don't know, I don't think so, but maybe--but it certainly is not going to result in legislation. Mr. Speaker, I reserve the balance of my time.
