I think this budget is too low. I think that has been consistently true this administration.

We do not control the border. The cartels control the border.

We cannot continue to divest ships without investing adequately in ship construction.

So, that is why the system is broken, in my view, Madam Chair. It is really a court decision that has caused the problem...
