I have been a champion on this issue for the past 15 years, since the Supreme Court's 2009 Carcieri v. Salazar decision.

I've learned never to dismiss out of hand anything the president says, but it would take a constitutional amendment.

To have fellow citizens going through that on a daily basis to me is unconscionable.
