I urge a ``no'' vote on the previous question, and I reserve the balance of my time. Mr. McGOVERN. Madam Speaker, I yield myself such time as I may consume. Madam Speaker, I respond by saying to the gentleman: We have been waiting. We have been Members now for over a month in this new Congress, and we have been waiting for action. I guess we got the answer last night: A standing ovation for somebody who has said and posted what Mrs. Greene has said and posted. I mean, that is the response. We have waited, and now we are going to move forward with this action. Madam Speaker, I reserve the balance of my time.
