I continue to reserve the balance of my time. Mr. McGOVERN. Madam Speaker, I am having trouble trying to figure out exactly what the problem that some of my Republican colleagues may have with this bill. Maybe, based on the lack of speakers, they are having trouble figuring it out too. Madam Speaker, I yield 2\1/2\ minutes to the gentlewoman from Pennsylvania (Ms. Scanlon), who is a distinguished member of the Rules Committee.

The Senate has wasted the entire year and a half. They have not passed a single bill.
Our conference refuses to let the obstruction and inaction of Senate Democrats trigger another manufactured shutdown at the end of September. That is why we are acting before a funding lapse crisis, not in response to it.
We want to take away the possibility of a shutdown between now and the election.
The bill before us is a clean, narrowly tailored continuing resolution that keeps the government open and operating. Nothing more. Nothing less.
