Mr. Chairman, I respect my friend from Indiana pressing the point of order. I suspect he will prevail, and I am prepared to withdraw. I want to serve notice that I am going to eventually find the appropriate vehicle, so that we can address this. I think it is a real issue, but I respect my friend's concerns that this may not be the appropriate vehicle.
