The amendment is as follows: (Purpose: To end payments to landlords who are endangering the lives of children and needy families) At the appropriate place, insert the following: Sec. __. The Secretary of Housing and Urban Development may not make a payment to any person or entity with respect to a property assisted or insured under a program of the Department of Housing and Urban Development that-- (a) on the date of enactment of this Act, is designated as ``troubled'' on the Online Property Integrated Information System for ``life threatening deficiencies'' or ``poor'' physical condition; and (b) has been designated as ``troubled'' on the Online Property Integrated Information System at least once during the 5-year period ending on the date of enactment of this Act.
