we spent some time last evening with the Parliamentarian on it. We believe we have a defense of germaneness based on what the content of the House bill is and that we would stand by the idea that this is already relating to and attached to requirements from the House bill. We do not believe it violates rule XVI. I ask for a ruling from the chair.
