The second question--and I want to make sure you understand as the author of this that it doesn't say anything about Johnstown, PA, which has great folks. This amendment isn't about the people of Johnstown, PA, and what they can offer. They offer great things to our country, and it is not meant to degrade or delineate anything other than the utmost respect for them. What this amendment is about is, are we getting the value for what we are spending? And all you have to do is look at what the Department of Justice says, which is running this program, and what the DEA says, and what every other intelligence-run enforcement center is saying: that, in fact, there is not added value for the dollars that are spent there, and anything that is a positive contribution could be more effectively utilized at some other center.
