Many have heard us use the word ``pay-for'' sometimes. When we say that, what we are actually saying is, we don't want the debt increased. So we don't want to get that confused. I also want to make one comment in relation to what Senator Reed from Rhode Island said earlier today. He said nobody on the other side of the aisle will be objecting to the supplemental coming for the military if it is not paid for. I want to state for the record that I voted against it the last two times. It is not because I don't want to support the military, but it wasn't paid for. We didn't make the hard choices. I will vote against it again, and I will try to make that a pay-for. So it is an unfair characterization to say ``nobody.'' I am pretty consistent on that. If we are going to spend new money, we should cut some of the money we are spending now that isn't as important. Under the Constitution, the No. 1 responsibility for us is defending the country.
