Mr. President, $1 million a year and we are giving them money. We have a $1.3 trillion deficit, and we continue to hear the defense of that. It would be great if we do a new farm program. But the fact is, that is not a given. If we pass this amendment and we do a new farm bill, this amendment has no effect. The PRESIDING OFFICER. The proponent's time has expired.
