The amendment is as follows: (Purpose: To reaffirm the inalienable rights of every American citizen guaranteed by the Constitution of the United States) Beginning on page 177, strike line 1 and all that follows through page 187, line 3. Beginning on page 191, strike line 12 and all that follows through page 192, line 22, and insert the following: Except as provided in section 4, the amendments made by this title shall take effect on the date of enactment of this Act. Beginning on page 193, strike line 21 and all that follows through page 194, line 3, and insert the following: Nothing in this Act or any amendment made by this Act limits, alters, expands, or diminishes the civil or criminal jurisdiction of the State of Alaska, any subdivision of the State of Alaska, or any Indian tribe in the State of Alaska.
