I think it is the case, but to be fair, there is bipartisan opposition to this amendment. I understand it. It is from the corn-producing States. They are worried that this might have an effect on ethanol production and corn processors. Actually, CBO estimates that the maximum impact of this amendment on the price of corn will be less than 35 cents a bushel. Corn is near $7--record high. Mr. McCAIN. Near an all-time high.

I just do not think it works. And I want to be humane. We have a moral obligation to the least of these, folks who do not have a place to live, but there has got to be a better way to do this.
