I submit the following notice in writing: In accordance with rule V of the Standing Rules of the Senate, I hereby give notice in writing that it is my intention to move to suspend rule XXII, including germaneness requirements, for the purpose of proposing and considering amendment No. 220 on S. 493.

We have something we call 'maintenance of effort' that we use in other programs, educational programs, when there is Federal money, we say to States, 'You have to maintain effort.'
I just do not think it works. And I want to be humane. We have a moral obligation to the least of these, folks who do not have a place to live, but there has got to be a better way to do this.
