The amendment is as follows: (Purpose: To prohibit the use of funds to provide direct payments to persons or legal entities with an average adjusted gross income in excess of $1,000,000) At the appropriate place, insert the following: Sec. __. None of the funds made available by this Act may be used by the Secretary of Agriculture to provide direct payments under section 1103 or 1303 of the Food, Conservation, and Energy Act of 2008 (7 U.S.C. 8713, 8753) to any person or legal entity that has an average adjusted gross income (as defined in section 1001D of the Food Security Act of 1985 (7 U.S.C. 1308-3a)) in excess of $1,000,000.
