All that is is Washington double-talk. What that is saying is we cannot deliver services more efficiently. What we are hearing is hearing an appropriator say we do not want to cut spending. The Federal Government is not efficient. Nobody knows that better than the people here. The refusal to demand efficiency and accountability out of the agencies of the Federal Government is why we have this problem. Thirteen billion dollars will pay for Social Security benefits, bringing them back up for every one of the notch babies.
