I would make two points with the gentleman. Number one is if we really were wanting to attack those communities that were underfunded, I would have included the $1.7 billion that is there designed to do the statistical sampling. We did not do that. So I do not think it is fair to say that that is what we are targeting. It is also not fair to say that we do not want a census. What we are saying is we think it is not honest to the American public to declare something an emergency that is not and, number two, I would make the point that the $14.5 billion that is recommended to be on-budget surplus is made by cooking the books.
