if this is true, with no opt-out, then why not do it for lawyers? Why not do it for doctors? Why not do it for every other thing that is licensed that would be better for consumers? To not give an opt-out is not right to the individual States. I support the bill; I just think we need to have a protection for the States. And the reason there is opposition to this is because there is obviously some people who don't agree that everybody is on board. I yield back. The PRESIDING OFFICER. All time has expired. The question is on agreeing to the amendment.
