I have an inquiry of the Chair. It was my understanding that I had 4 minutes remaining on our side and that Senator Rubio had time granted to him by the chairman of the Appropriations Committee. Is that not correct? The PRESIDING OFFICER. The Chair is unaware of that arrangement.
