there are no tricks in this. All we are trying to do is reverse what was done inappropriately. There is no question we need to do some adjustment on wages. That is for another time when we actually try to save Medicare. This amendment requires all States but two over 10 years to increase the payments to rural hospitals back to what they would have been had the amendment by Senator Kerry in the Affordable Care Act not been there.
