Mr. President, I have one more question for the chairman. If, in fact, this is what we should do--and I think the body is going to agree this is what we should do--does not the Senator think this should apply to the administration as well, the executive branch, that this should apply the same 30-day rule to every member of the executive branch? You talk about real knowledge of inside information, they have it. We do not have it. They have it. Why would this rule not apply to-- no matter who is President--executive employees in the administration?
